Former Defense Department Comptroller Robert Hale said last week that Congress can expect the fiscal year 2016 defense budget request to be about $30 billion to $40 billion above the sequestration caps when it is unveiled next month. According to the Budget Control Act of 2011, if Congress appropriates money above the caps, then sequestration will automatically go into effect, indiscriminately cutting the budget to the caps. The FY-16 defense budget will be capped at $523 billion under sequestration. In 2013, Congress passed the Bipartisan Budget Act, which increased the spending limits, giving reprieve to some DOD cuts for FY-14 and FY-15.
