I do question the need for such a [national manufacturing] strategy. In fact, is it a strategy that you'd recommend, or is it a policy? There is a significant difference between the two, yet the subtitle was, "Better policy or not, U.S. manufacturers must find a way to become more profitable and globally competitive." Let's distinguish between the two. A strategy is a path forward, whereas a policy implies a need for policing and regulation. Which do you mean?
