L'évolution des infrastructures en Côte d'Ivoire, essentiellement financée par des fonds publics jusqu'en 1990, a souffert de l'existence de nombreux monopoles publics, d'une gestion des services généralement affranchie des lois du marché ainsi que de l'insuffisance des ressources de l'Etat. Face à la forte croissance de sa population, le pays a opté pour un changement radical de stratégie : le recours plus systématique à l'investissement privé par le biais de privatisations, d'ouvertures à la concurrence, de concessions ou de contrats BOT.%Public monopolies, a management unaccountable to the laws of the marketplace, and the lack of state funding have hampered the development of infrastructures in the Ivory Coast, which were, till 1990, mainly financed by public authorities.
