Washington, D.C.—Effective August 23, the U.S. Department of Labor issued its revised regulations of the Fair Labor Standards Act covering overtime pay eligibility—changes that were deemed long overdue by virtually all participants and observers in labor. How clear and fair the new regulations are is still subject to debate, however. The regulations updated what had been in some cases almost comically outdated rules and terminology. For example, the previous guidelines made reference to occupations such as "switchboard operator."
