Improved retrievals from the DMSP wind speed algorithm under adverse weather conditions

The algorithm currently used by the Defense Meteorological Space Program (DMSP) for estimating ocean surface wind speed from radiometric data collected by Special Sensor Microwave/Imager (SSM/I) Block 5D-2 Spacecraft F8 is modified to give improved performance under adverse weather conditions.
