RAISING THE QUALITY OF PUBLIC TRANSPORTATION SERVICES THROUGH INNOVATIVE REGULATORY POLICIES IN METRO MANILA

摘要

Metropolitan areas in developing countries need to improve the public transportation system to meet increasing transportation demand. In the case of Metro Manila, rigid regulatory policies seem to prevent the development of flexible transportation services. This paper reviews the existing regulatory system of public transportation, points out its inadequacies in the divesified market, and recommends future policy directions to raise the quality of public transportation service.
