Several housing organizations suggested that HUD should reissue the final 2004 fair market rents (FMRs) for the Section 8 voucher program for temporary effect in fiscal 2005 rather than putting the proposed 2005 FMRs into effect. The housing groups, which sent a letter to HUD commenting on the FMRs, said that the use of new census data and metropolitan area definitions along with new methodology has complicated any analysis of the FMRs, making a 30-day comment period too brief. The groups also said that lower FMRs in many areas would reduce the cash flow for HOME-assisted rental and mark-up-to-market projects which are subject to FMR rent ceilings and would reduce rents for project-based vouchers used for preservation of affordable housing.
