Public Housing Organizations Criticize Operating Subsidy Rule

HUD's proposed public housing operating fund rule has drawn strenuous objections from public housing organizations, which accused the Administration of disregarding major sections of the agreement reached through negotiated rulemaking. The regulation was published in the April 14 Federal Register, and comments are due June 13. (For background, see Current Developments, Vol. 33, No. CD-8, p. 225.) The Council of Large Public Housing Agencies (CLPHA), National Association of Housing and Redevelopment Officials (NAHRO), and Public Housing Authorities Directors Association all opposed implementation of the proposed rule in its current form.
