The National Multi Housing Council (NMHC) and the National Apartment Association (NMHC) have issued their 2005 legislative and regulatory agenda that includes eliminating exit taxes for owners of affordable housing, reducing capital gains tax on older properties, creating alternative methods for determining utility allowances for low-income housing tax credit projects, and fully funding the Section 8 voucher program. NMHC and NAA urged Congress and states to provide sufficient incentives for investment in rental housing to relieve housing shortages. "Homeownership is a worthy goal, but a policy to encourage all Americans to own a house is seriously flawed both economically and socially," said Jim Arbury, NMHC/NAA senior vice president of government affairs.
