Bush Proposes Reallocation of Hurricane Relief Funds; Council Created to Support Gulf Recovery

President Bush has sent to Congress a request to reallocate $17.1 billion in funds previously appropriated for hurricane relief that includes money for housing and community development activities. To offset some of the costs of the recovery effort, Bush has also submitted a $2.3 billion rescission package that includes $100 million in Section 811 funds for housing for the disabled, $24 million for the HUD brownfields redevelopment program, $6 million for Section 108 community development loan guarantees, and $166 million for Environmental Protection Agency (EPA) state and tribal assistance grants. Separately, the White House has lifted the suspension of Davis-Bacon prevailing wage requirements announced September 8 in an effort to reduce hurricane recovery costs. The Davis-Bacon requirements will be reinstated as of November 8.
