Oceanside, Calif., Provides Farm Workers Housing, AIDS Housing in Mixed-Income Setting

The city of Oceanside, Calif., was able to provide housing for farm worker families, persons with AIDS, and other low-income persons through the construction of the 56-unit Old Grove Apartments, which helps meet the need for affordable rental housing in San Diego County, where rents have continued to rise steadily. The county has a substantial agricultural sector which provides a constant demand for labor. Some growers provide on-site housing, but this often is limited to men only. According to the city housing department, many farm workers live in encampments that have sanitation problems and limited access to food, health care, and education for children.
