The relation between two-fold process of urbanization, modernization and population urbanizing, is examined first, and it is pointed out that population urbanization should be the essential task in China, and that housing provision for farm labors can help their urbanization, and thereby China should develop public housing.Based on the population estimation of until 2050 in China and urbanization goals in China National Economy and Society Development Compendium, with reference to public housing process during periods corresponding to present and future China, an analysis is made of the housing and its land demands induced by population growth, as well as public housing development feasibility and pressure in economy and land use. A public housing roadmap is also developed.A sustainable urban form theory, Compact city is recommended to be employed in China,based on China land situation resulted from urbanization. It is proposed to establish China-specific compact city theory and its application research, aimed at creating high density cities with general balance among community, society and environment.
