There is no implied private right of action to enforce federal and state fair housing laws, the Connecticut Supreme Court ruled, upholding the trial court decision. (Asylum Hill Problem Solving Revitalization Association v. King, No. 17313, 2006 WL 305315 (Conn.), February 21, 2006; for background, see Current Developments, Vol. 32, No. CD-4, p. 120.). Asylum Hill Problem Solving Revitalization Associa-tion and a low-income African-American resident of the Asylum Hill neighborhood brought an action against the president and executive director of the Connecticut Housing Finance Authority (CHFA), seeking to require the CHFA to take affirmative steps to prevent racial segregation and high concentrations of poverty that have allegedly resulted from its administration of the low-income housing tax credit (LIHTC) program.
