HUD should change its Section 8 regulations to restrict low-income housing tax credit project owners' ability to charge higher rents to families with tenant-based vouchers than to non-voucher households, according to a HUD Office of Inspector General (OIG) audit report released November 8. The extent of this practice is unknown, the report says, because no agency monitors the overlapping use of the tax credit and voucher programs. The report calls on HUD to assume this responsibility by including data on the use of tenant-based vouchers in tax credit units in the family reports already submitted by PHAs.
