HUD Lacks Controls to Ensure Voucher Units Meet HQS, OIG Says

HUD lacks adequate controls to ensure that housing leased under the Section 8 housing choice voucher program is in material compliance with housing quality standards (HQS), according to a HUD Office of Inspector General (OIG) audit report. The OIG considers a unit to be in material noncompliance with the HQS if the unit is in overall poor condition, if one of the "fail" conditions in an inspection is a 24-hour-emergency condition, if one of the fail conditions is a preexisting condition that wasn't identified or reported at the last inspection, or if the unit had inadequate repairs. According to the report, the quality control problem is due to the fact that HUD hasn't fully implemented its Section 8 management assessment program (SEMAP).
