HUD Utility Allowance Computer Program Delayed; North Carolina Agency Submits Proposal to IRS

HUD is delaying by up to a year the release of a computer modeling program for determining utility allowances for low-income housing tax credit and other affordable housing projects because of a problem that has surfaced in a version currently under development. In a related development, the North Carolina Housing Finance Agency (NCHFA) has submitted a proposal to the Internal Revenue Service to base utility allowances on a percentage of the maximum tax credit rent.
