The Environmental Protection Agency (EPA) has recognized one state and four local communities and housing authorities for innovative community development that protects the environment, preserves community identify, and expands economic opportunity. The winners of the 2007 National Awards for Smart Growth Achievement were the state of Vermont; the Housing Authority of Portland, Ore.; the Seattle Housing Authority; the town of Barnstable, Mass.; and the borough of Manhattan in New York City.
