The House Financial Services Committee has been working out the details of a manager's amendment to the Section 8 voucher reform bill (H.R. 1851) that is for the most part considered noncontroversial legislation, but one major issue to be resolved is whether an expansion of the Moving-to-work (MTW) program will be included.
