The Federal Reserve Board has published proposed regulations intended to curtail abusive home lending practices. The rules were published in the January 9 Federal Register, and comments are due April 8. The regulations would establish a new category of higher-priced mortgages that is expected to include virtually all subprime loans and would impose restrictions on certain practices, including the use of prepayment penalties and yield spread premiums.
