The Treasury Department is encouraging the use of covered bonds as a new source of home mortgage funds to offset disruptions in traditional financing sources and has issued a guide to best practices in the use of such bonds. Although covered bonds have been widely used in Europe, only two institutions have issued such bonds in this country, according to Treasury. "We have been looking broadly for ways to increase the availability and lower the: cost of mortgage financing to accelerate the return of normal home buying and refinancing activity," said Treasury Secretary Henry M. Paulson, Jr. "We are at the early stages of what should be a promising path, where the nascent U.S. covered bond market can grow and provide a new source of mortgage financing."
