While public financing makes housing affordable for some low-income Vermont renter households, the majority do not have housing they can afford, and more apartment construction is needed, according to the Vermont Housing Finance Agency's annual housing assessment.rnIn 2009, about 62 percent of low-income households (27,000) lived in housing that required them to spend more than 30 percent of their income for rent and utilities. About 75 percent of extremely low-income renter households have a housing cost burden, which means that an estimated 13,000 households with incomes at or below $15,000 lack affordable housing, the report says.
