The Philadelphia Housing Authority (PHA) is using $126.9 million in public housing capital funds from the American Recovery and Reinvestment Act (ARRA) for a variety of projects, including the rehabilitation of 340 scattered-site rental units. The funds are part of PHA's $285 million capital plan, which runs through June 2011.rnPHA's largest AARA-funded project is the scattered site redevelopment, which involves $100,000 per unit in renovations. The two-year project scheduled for completion this year will use $31.5 million in AARA funds. Each unit will receive energy-efficient heating and air conditioning systems, improved insulation, Energy Star appliances and windows, steel entry doors, and new roofs.
