The Center on Budget and Policy Priorities (CBPP) predicted that HUD should have enough funds available during 2010 to provide PHAs with 99 to 100 percent of the funding for which they are eligible under the renewal formula, a change from last year, when many housing agencies experienced a significant shortfall.
