Center on Budget, Policy Priorities Says Design of Funding Offset Will Be Key Factor in Voucher Renewals

The Center on Budget and Policy Priorities (CBPP) said that how HUD structures a $650 million offset of Section 8 program reserves in 2012 will be critical in determining whether all currently leased vouchers can be renewed.Without accounting for the offset of allocated funds, CBPP estimates a funding shortfall of at least $100 million, affecting the renewal of 12,000 to 14,000 vouchers.In addition, CBPP and the National Association of Housing and Redevelopment Officials (NAHRO) continued to express concern about the historically low administrative fee funding in the fiscal 2012 appropriations act (H.R.2112). President Obama signed the bill into law (Pub.L. 112-55) on November 18.
