The Charlotte Housing Authority (CHA) plans to use a $20.9 million HOPE VI grant to redevelop the 301-unit Boulevard Homes public housing project into 902 units of mixed-income, mixed-finance housing. This is CHA's fifth HOPE VI revitalization grant, which was awarded from fiscal 2009 funds.rnBuilt in 1969, Boulevard Homes has the highest capital needs in the CHA portfolio. CHA said the development is functionally obsolete, with major design deficiencies and poor infrastructure, and it plans to use low-income housing tax credits and bonds to finance the replacement housing at a total development cost estimated at $149 million.
