FHA Appraiser Roster Rules Adopt State Certification Requirement

HUD has issued final regulations requiring appraisers to be certified, rather than merely licensed, by a state appraisal licensing board in order to be placed on the FHA Appraiser Roster.The rules were published in the November 23 Federal Register and go into effect on December 23. HUD made no changes in the proposed regulations that were published on July 14. (For background, see Current Developments, Vol. 39, No. CD-I5, p. 471.)The licensing requirement was established by the Housing and Economic Recovery Act of 2008 (HERA), and according to HUD, its current practice already complies with the statutory mandate. However, the department's regulations still reflected the prior policy permitting the ? listing of state-licensed appraisers.
