State legislatures around the nation began com-ing back into session in the first two weeks of January. Activity on housing and development is-sues has already begun in some of these bodies. Below are some highlights of bill activity since the beginning of 2012. In Delaware, House Bill 231 would make it clear that the state Superior Court can allow for nonprofit legal service providers to perform the function of the HUD-certified housing counselors in the mediation process.
