The U.S. Court of Federal Claims ruled that the government breached various public housing authorities' contractual right under their Annual Contributions Contracts with HUD to have their 2012 formula subsidies reduced on a prorata basis in the event of the unavailability of sufficient funds, in accordance with C.F.R Title 24, which was incorporated into the contracts by reference.
