The Eleventh Circuit affirmed the transfer by the U.S. District Court for the Middle District of Florida to the Southern District of Florida of a complaint bv a tenant in Miami against various defendants| including federal district judges, alleging a conspiracy to deprive him of his apartment. The appellate court said that the apartment was in the Southern District, many of the events occurred there, and many of the defendants resided there. The district court could also dismiss the complaint with contempt, sua sponte, where it failed to meet minimum pleading standards as to understandability after several filings. Westley v.
