Cheese & onion cycling

Many Councils would like to see an increase in cycling. The London Borough of Havering in North East London, with less than 1 % of all journeys made by bicycle, is certainly one of them. To increase this low number it has adopted a robust process to identify and provide for cyclists' needs.
