System causes lack of scrutiny

As usual, I am writing somewhat in advance of publication of the magazine. In fact, it is the last day of June and tomorrow is the official first day of summer. The political scene is still in a state of turmoil and who knows what it will be like when this is read. All around I read of proposals for the reform, as it is called, of Parliament and Heaven knows what else in the political field. The press is full of pundits expressing their views on what has gone wrong and what should be done, immediately let it be said, to fix the shambles.
