The arrival of the first snow plus the budget restrictions of the recent Spending Review will see many highway authorities wishing that they had taken heed of the maxim 'a stitch in time saves nine' according to Howard Robinson, chief executive of the Roads Surface Treatments Association. He said: "This maxim together with the one that 'prevention is better than cure' could have been invented for highway surface dressing, for application of the technique before the winter can significantly minimise or even eradicate the problem and expense of pot holes.
