The Climate Change Plan for Canada proposes a large industrial emitters system that includes a three-pronged strategy to reduce greenhouse gas (GHG) credits. The plan specifies targets for the reductions established through covenants with a regulatory or financial backstop based on a number of factors. These include: a 55 megatonne (MT) reduction; access to a domestic emissions trading system; domestic offsets and international permit to provide flexibility to industry; and, additional complementary measures amounting to an additional 11 MT reduction of GHGs. In order to comply with international reporting requirements under the yet to be sanctioned Kyoto Protocol, Canada's GHG inventory will need to meet international reporting standards. Inherent to a credible reporting system and associated reductions is the need to validate projects and verify emissions.
