Back in the late 1990s and up to 2001, I was privileged to serve as Vice Chair of the National Round Table on Environment and Economy (NRTEE). I worked in the start up phase of the NRTEE's ground-breaking work to bring attention to the problem of brownfield sites across Canada. If you open a dictionary and look up "no brainer," I imagine you'd find the need to remediate and liberate the real estate called "brownfield sites." Billions of dollars worth of valuable commercial and residential space is condemned to inactivity and economic loss due to the liability and technical issues associated with reclaiming slightly contaminated places. Under the leadership of Angus Ross, the NRTEE recommendations made so much sense, it seemed inevitable governments at all levels would grab them and run. (See Cover Story.)
