Conference report costha's Annual Forum provides delegates with an opportunity to meet and quiz their regulators and hear about what's on the menu for the coming year. This year's meeting suggested there might be some major changes in the offing. This year's Annual Forum of the Council on the Safe Transportation of Hazardous Articles (COSTHA) drew delegates' attention to a number of particularly pertinent issues that will affect their operations. Among these were the proposed changes to the regulations on the carriage of dangerous goods in limited quantities and developments in security-related provisions. These matters have already been reported in these pages (HCB April 2004, pages 14 and 19) but the conference also provided its usual comprehensive update on safety regulation. This part of the Bulletin's report on the meeting will cover presentations of particular interest to US domestic shippers and carriers. The conference also covered developments in international regulations, which will be covered in next month's issue.
