Such is the nature of the rulemaking process that the amendments adopted to the UN model regulations and Manual of Tests and Criteria this past December will not find their way into the modal and national rulebooks until 2011. This should not mean that regulated parties can sit back and relax: steps may need to be taken ahead of that date in order to ensure that operations continue to be compliant with the regulations.rnThe amendments cover a wide spectrum of issues, ranging from changes to the requirements for individual substances to new sub-sections with, for example, provisions for the transport of metal hydride systems. And yet again fuel cells, lithium batteries and substances toxic by inhalation appear in the list of amendments.
