The US Pipeline and Hazardous Materials Safety Administration (PHMSA) issued a final rule under docket HM-233A this past May 14, making a number of changes to the Hazardous Materials Regulations (HMR) in Title 49 of the Code of Federal Regulations (49 CFR). This rulemaking is the first of several expected over the next few years to incorporate some long-standing special permits into HMR.
