Seeking approval

The US Pipeline and Hazardous Materials Safety Administration (PHMSA) published a notice of proposed rulemaking (NPRM) this past August 17, listing seven Special Permits it wants to incorporate into the Hazardous Materials Regulations (HMR), making them available for universal application. Two of the seven were identified in petitions from industry; the other five were identified by PHMSA during its recent and ongoing review of the entire Special Permits and Approvals programme.
