Among the many problems the RID/ADR/ADN experts were asked to deal with at their second joint meeting of 2011 were the carriage of empty uncleaned wastes (a business evidently on the increase), the marking of consignments of dangerous goods in limited quantities, and the exclusion of substances and articles from Class 1. The resultant amendments to the regulations - and they are many - will appear in the 2013 texts.
