I am attaching a few pictures that show an easy way to make a lot of fringe, or, to be fancy, passementerie. I used my rigid-heddle loom, but it would work on a multishaft loom as well. To weave this fun fringe, I warped the width and length I needed of fringe band for the garment, threading the warp off to one side of my loom. Next, I figured out how long I wanted the fringe and then warped a doubled thread on the other side of the loom at that distance from the band warp. As I wove, I put the weft through the band warp, wrapped around the fringe-measuring thread, and then went back through the band. The measuring warp wanted to bend inward toward the band, so I made a "temple" for it out of a paper clip weighted with some S-hooks. (I've used this kind of temple on both sides for other rigid-heddle projects.)
