China's government is rolling out punitive measures for use against automakers that do not meet new fuel consumption requirements on passenger vehicles. Those restrictions will include limiting how many vehicles they may produce and publicly naming the companies. The rules, due to take effect Nov. 1, will require a fleetwide corporate average target of 6.9 liters per 100 kilometers in 2015, rising to 5 liters per 100 kilometers by 2020. Companies that don't meet the standards will be banned from producing new models that do not meet the standards and will be required to submit improvement plans if they want to expand in the country (Shen/Shirouzu, Reuters, Oct. 16).
