Efforts by Pennsylvania and Virginia to reduce the flow of nutrients into the Chesapeake Bay are falling short of goals for the massive watershed cleanup, U.S. EPA said this week. EPA released assessments of New York, Pennsylvania and Virginia as part of a 2010 legal settlement between the agency and the Chesapeake Bay Foundation. Similar reports are on the way for Maryland, Delaware and West Virginia. "Pennsylvania has made progress in the agriculture and wastewater sectors to ensure implementation is occurring, even though all its milestone commitments were not achieved," EPA said. The Keystone State must place additional emphasis on implementing changes in the agriculture and stormwater sectors, as well as offset and water quality trading programs, to meet its 2017 and 2025 goals to meet total maximum daily load (TMDL) limits.
