State environmental officials are recommending that the Environmental Protection Agency and states jointly promote increased on-site management of stormwater at new developments and encourage the use of green infrastructure practices by municipalities operating separate storm sewer systems. They also recommended that the EPA and states publish clear and efficient standards for maintenance of existing storm sewer systems and retrofits of existing systems. The recommendations made by the Environmental Council of the States are similar to provisions that EPA officials have said they expect to address in the agency's upcoming stormwater rule for newly developed and redeveloped sites.
