Brazilian waterworks, mostly state-owned and cash-strapped, tend to appeal for help to the central government whenever there's a drought. Droughts are a regular occurrence and this drought season is no different, except for its intensity. In the south, over 250 cities have announced a state of emergency, including 195 in the state of Santa Catarina. The world-famous Iguacu Falls have been reduced to a trickle, flowing at 245 cubic meters a second instead of the usual average of 1,500.
