Munich's old airport in Riem is currently being converted into a new district, whereby top priority is being assigned to Agenda 21 goals. Accordingly, an ecological guide was drawn up for town planning issues in 1997, and was followed last year by a further guide that provides help on submitting building applications, and the actual planning of buildings. Since it is based on the premise that ecology has to pay its way, priority is accorded to saving on non-renewable resources. A new approach is also recommended for actual planning, which is to integrate the developer, the client and the various planning disciplines into a team-oriented, holistic process that contrasts with the usual linear, causal approach. This increases the amount of input required in the initial phases, since it is here that the course is set for further measures. Creating a new district in Riem along ecological guidelines also involves an 'urban development and ecological advisory group' which determines whether building projects adhere to the principles laid down in the guide. To date, all these various instruments have led to occasionally indifferent results in the private sector but excellent ones in the public sector with its tendering and competition requirements. It is therefore being considered whether similar demands can be made of private investors.%In München-Riem entsteht derzeit ein neuer Stadtteil.
