It is not clear in what country the Material Safety Data Sheet (MSDS) was first used. In the U.S., the MSDS was first used in 1983. Over the nearly 30 years since introduction, the disclosures of informa-tion about safety and health hazards of using spe-cific chemicals or formulated products have become increasingly less valuable. Disclosures in an MSDS do not provide a complete description of hazards. As found in any shop in the U.S. today, the MSDS is more of a marketing com-munication tool than a hazard communication tool. Still, it is required by the U.S. Occupational Safety and Health Administration (OSHA) to be the center-piece of a training program by which workers are made aware of the hazards they face when using specific chemicals.
