The ITER Council will meet in Caderache November 19-20. Important topics on the agenda are 2009 budget for the ITER Organization, consideration of proposed ITER design changes and a report from the independent resource estimates review panel, chaired by Dr. Frank Briscoe. Briscoe's report is expected to indicate that ITER construction will cost the Parties considerably more than the original estimates. The effect on individual Parties will depend on labor and materials costs variations in the various countries. The U.S., for example, has doubled its estimate of potential liability to take into account uncertainties in the cost of providing its component commitments.
