1. President Ellen Johnson-Sirleaf has presided over a period of domestic political stability and improving economic and security conditions. 2. Government spending, bolstered by the international donor community, continues to focus on rebuilding social and economic infrastructure. 3. The 15,000-strong UNMIL peacekeeping force continues to maintain a presence in Liberia; it will facilitate the disarmament of over 100,000 soldiers and rebel troops. 4. U.S. continues to promote development of Liberian military; intended end-strength to approach 4,000. 5. Equipping new forces a procurement priority, but the government will probably require largescale donations, especially from the U.S.
