Overview: Security Environment. The Libyan security environment has dramatically shifted in the last five years, as the North African nation has broken with the policies previously responsible for characterizing it as a pariah nation. Between 2003 and 2004, Libya effectively renounced its role as a state sponsor of terrorism, came to a conciliatory agreement with the U.N. over previous terrorism-sponsored actions, and agreed to dismantle its long-standing program for the development of weapons of mass destruction.
