Overview: Security Environment. In recent years, Ethiopia's security environment has shifted in response to a changing political and threat landscape. To the intentional community, Ethiopia has emerged as a key partner in the global war on terror, while within the Horn of Africa region, Addis Ababa has become a major player in regional security. Due to the lack of peace and security policies, significant institutional weakness, and lack of political will, there is an absence of a shared vision in the Horn of Africa region. This has allowed Ethiopia, one of the more stable nations, to adopt a strong military influence of the region.
